Escalation? That's not the issue.
The issue is what happens after you pay a bully. Does he leave? Does he change his ways? Does he lose some sleep?
Hell no. He hires more guys to do the job faster next time.
Or he starts buying bigger guns, anticipating greater resistance next time around.
I don't think there is one perfect solution, but "paying off the bully" is not a valid option because it's been tester over and over again with the same result.
Shoot 'em all. They'll go back to fishin' if they know they'll die otherwise.
