Yep, looks like panty hose, and some sort of spandex leotard. I'm guessing in at least one case that someone lost a bet, but ya never know. Ether that or the winter as a LONELY time out there in the snowy woods.
And I can see myself wearing that mask, but only to the right party. The folks in Terlingua would go ape shit over it. That mask and my "thin the herd" t-shirt would be just the right combo.
